Senior Leadership Team

Our Senior Leadership team is headed by Chief Executive Officer Mark Spurr and has a diverse range of skills and experience which is navigating DSA through the transition to the NDIS.

Mark Spurr

Chief Executive Officer

Mark Spurr has had extensive corporate leadership experience in the Industrial Products, Food Manufacture, Agricultural Commodities and Not for Profit sectors with organisations including Davis Consolidated Industries, Goodman Fielder Limited, Meat and Livestock Australia and The Smith Family.

He holds a Bachelor of Business Studies, is a Fellow of the Australian Institute of Company Directors and is a Certified Practicing Accountant.


Frank Levin

Chief Financial Officer

Frank Levin joined DSA in 2009 after a lengthy career across a variety of industry sectors. Frank held key senior financial positions in companies as diverse as Green’s Foods, Westpac (Merchant Bank), Waco Kwikform, Westfield and Lend Lease. He is a Chartered Accountant and a Member of the Australian Institute of Chartered Accountants.


Fiona Coluccio

General Manager, Community Support Services

Fiona Coluccio has more than twenty years’ experience in the development, implementation and monitoring of service provision to people with a disability. Fiona has a Bachelor of Social Science (Psychology / Criminology) and has previously held Senior Management positions with a number of community sector organisations.


Darrell O’Loughlin

General Manager, Business Services

Darrell O'Loughlin welcomed a move to the Not-For-Profit sector when he joined DSA in 2010. With a career spanning more than three decades and with twenty two years with a Global Industry, Darrell has held numerous senior management and business consulting roles. In April 2016 Darrell took on the additional operational responsibility for DSA Employment, supporting DSA’s Australian Disability Enterprise workforce.


Louise Mooney

General Manager, Training & Employment

Louise Mooney has extensive experience working in the community sector and joined DSA's Community Support Services in 2003 where she worked in a variety of roles before moving into DSA Employment as the Manager, then General Manager of Employment Services. After a period of time at the helm of the Organisational Development team Louise is now developing the synergies and exciting growth potential of METS, the Learning Hubs and Employment Services. Louise has a Bachelor of Arts (Welfare Studies) and a Masters in Social Administration. Louise is a member of the NDS Australian Disability Enterprise and Open Employment Sub-Committees


Caron Rooks

General Manager, Organisational Development

Caron Rooks has a keen interest in social justice and brought considerable expertise and experience in both the education and not for profit sectors when she joined DSA in 2012. In her previous role at the Smith Family Caron led the design, development, implementation and evaluation of educational and preventative based projects throughout Australia, working across a diverse range of disadvantaged communities. Caron has a Bachelor of Commerce and Bachelor of Education with Post Grad Honors in Economics and Adult Education.


Simon Blumenthal

General Manager, IT & Facilities

Simon Blumenthal joined DSA in 2010 and in 2011 was appointed the General Manger IT, Systems and Facilities with oversight of DSA’s ICT, Quality and Facility Management teams. In 2015 he took on operational responsibility for DSA’s social enterprise Assetcare. Simon is a Chartered Accountant with more than thirty years senior management experience both locally and internationally including Finance Director of Toshiba South Africa and Finance Director Australia for The Valspar Australia Corporation.


Gordon Wilkins

General Manager, Human Resources

Gordon Wilkins has had a long and successful career in both the Public and Private sectors holding senior HR roles in Telstra, Unisys and Coles Myer. Gordon transitioned into the Not-For-Profit sector in 2007. Prior to joining DSA in May 2011, Gordon worked at The Smith Family as Head of People and Culture. Gordon holds tertiary qualifications in Human Resources, Psychology and Education.


Heather Macrae

General Manager Communications, Marketing and Fundraising

Heather Macrae joined DSA in April 2005 after a 17 year career in the public sector. Heather has worked in a variety of roles in Corporate Services, Business Services, Quality and Stakeholder Relations and has a strong interest in stakeholder communications and submission based fundraising. With tertiary qualifications in Psychology and Management, Heather was appointed General Manager in November 2017 with oversight of the Communications, Marketing & Fundraising teams.


Debbie Eisenhauer-Rodney

Executive Leader, Business Development

Debbie Eisenhauer-Rodney joined DSA in January 2014, after making her first move as a CFO in to the disability sector in 2011. Debbie is a chartered accountant, and has held senior financial roles in a variety of commercial organisations over a 27 year career. She has a strong interest in strategy development and supporting DSA to navigate the changing environment whilst keeping a firm eye on financial sustainability.
